City-owned surface parking lot on east Eighth Street on the east bank of the Big Sioux River may be getting a makeover. More work will be done the week of the 29th, but for now the city announced that proposals are anticipated to characterize a multilevel mixed-use or commercial development project that will take advantage of the site’s location in the heart of downtown and adjacent to the river greenway.
