The Humane Society says South Dakota is lagging behind when it comes to the treatment of animals. A new report released yesterday ranked the states in terms of their animal protection laws, and South Dakota was dead last. California was number one. The report included considerations like animal fighting laws, puppy mills, trapping and animal testing.
